Staff recommends that the City Council award a requirements contract up to $411,611.55 per year for one-year with the option for four, one-year extensions to Witbro Inc. dba Seal Rite Paving & Grading as the lowest responsive and responsible bidder and to authorize the Public Works Director or designee to sign the contract on the City's behalf.
