RECOMMENDATION

Staff recommends the City Council adopt the 14th amendment of the Annual Appropriation Resolution No. 2022-154 appropriating $3,500,000 for the City of Fresno Local Housing Trust Fund (Fund #10502).


EXECUTIVE SUMMARY

Approval of the AAR will appropriate $3,500,000 from the General Fund to the City of Fresno (City) Local Housing Trust Fund (Fund #10502).


BACKGROUND

On July 29, 2021, the City Council approved resolution 2021-201 to establish the City of Fresno Local Housing Trust Fund (LHTF).

On September 29, 2022, Deputy Mayor Matthew Grundy presented resolution 2022-216 allocating American Rescue Plan Funding to the City of Fresno Local Housing Trust Fund in the amount of $1 million. Councilmember Karbassi motioned to approve the resolution with a modification to increase the amount to $3.5 million from American Rescue Plan Act funds to the Local Housing Trust Fund.

Program Guidelines for these funds will be shaped through community participation, in alignment with eligible activities for the State matching grant program.


ENVIRONMENTAL FINDINGS

This item is not a project as defined by the California Environmental Quality Act.

LOCAL PREFERENCE

Local preference was not implemented because no spending is involved in this action.


FISCAL IMPACT

This Resolution will create a one-time allocation of $3,500,000 to Fund 10502 from the American Rescue Plan Act.
