RECOMMENDATION

Staff recommends that the Fresno City Council: adopt a finding that the proposed actions are statutorily exempt from CEQA pursuant to Public Resources Code section 21080(b)(8) and CEQA Guidelines section 15273 which exempts the establishment, modification, structuring, restructuring, or approval of rates, tolls, fares, and other charges by public agencies; adopt a resolution adopting a Five Year Rate Plan for Residential Solid Waste Service Charges in Accordance with California Constitution Article XIIID; adopt a resolution establishing a Solid Waste Affordability Credit Program (SWACP); adopt the 584th amendment to the Master Fee Schedule (MFS) Resolution No. 80-420 to reflect the adopted ...
