RECOMMENDATION

Staff recommends that the City Council conduct a public meeting to allow testimony concerning the proposed renewal of Fresno-Clovis Tourism Business Improvement District (FCTBID).

EXECUTIVE SUMMARY

On October 30, 2025, the City Council approved a Resolution of Intent to Renew the Fresno-Clovis Tourism Business Improvement District (FCTBID) and a Resolution Requesting Consent of the City of Clovis to Renew the FCTBID. To renew a property-based improvement district, the enabling legislation, Property and Business Improvement District Law of 1994, Streets and Highways Code section 36600 et seq. requires the public body hold a public meeting wherein comments on the renewal of the District may be heard. There is no action requested of the City Council on this item.

BACKGROUND

The Fresno-Clovis Tourism Business Improvement District (FCTBID) was formed in 2010 for a five-year term and subsequently renewed on December 18, 2014. As the FCTBID reaches the end of its second term, businesses have expressed a desire to renew it. On October 30, 2025, the Fresno City Council approved the Resolution of Intent to Renew the FCTBID and a Resolution Requesting Consent of the City of Clovis to Renew the District.

On November 3, 2025 a written notice was sent to all assessed business owners notifying them of the approval of the Resolution of Intention and providing them with the opportunity to protest the renewal of the TBID.

On November 3, 2025, the City of Clovis City Council approved the Resolution Requesting Consent to Renew the District.
