Actions related to the Service Agreement with The Arc Fresno/Madera Counties (ARC):
1. Affirm the City Manager's determination that ARC is uniquely qualified to provide job coaching, education, and social skills training for adults with developmental and intellectual disabilities.
2. Approve the Service Agreement with ARC for litter abatement services at Fresno Yosemite International Airport (FAT) for a term of five years. Annual costs are $91,173.94, plus a three percent increase in successive years. Total costs during the full five-year term of the agreement are $484,054.85. (Council District 4)

RECOMMENDATION
Staff recommends that the City Council affirm the City Manager's determination that ARC is uniquely qualified to provide job coaching, education, and social skills training for adults with developmental and intellectual disabilities, and authorize the Director of Aviation to execute a Service Agreement between the City of Fresno and ARC for litter abatement services at FAT in the amount of $484,054.85.
EXECUTIVE SUMMARY
The Airports Department (Airports) currently has a service agreement with ARC ending on June 30, 2023. ARC provides job coaching, education, and social skills training for adults through its vocational services programs. The litter abatement service performed at FAT is one of the placements available for participants of ARC's programs. ARC's trained staff support participants by teaching them assigned tasks and professional behavior when servicing FAT's parking lots and garage, rental car areas, and street frontages.
