RECOMMENDATION

Staff recommends Council authorize this Fifth Amendment to the Agreement with the Fresno Area Hispanic Foundation for the Small Business Fa?ade Program.

EXECUTIVE SUMMARY

The Small Business Fa?ade Program (Program) was originally approved by Council on August 10, 2023 with an effective date of September 28, 2023 to provide fa?ade grants to businesses in designated areas of Council Districts 1 and 4. The Program has since been amended four times to expand the program to include businesses in Chinatown and Downtown, with preference for businesses in the Infill Infrastructure Grant - Catalytic Qualifying Infill Area (IIGC) and extend funding deadlines to December 31, 2025. This fifth amendment would extend the term of the agreement to July 31, 2026.

BACKGROUND

The Small Business Fa?ade Program (Program) was originally approved by Council on August 10, 2023 with an effective date of September 28, 2023. The Program currently provides fa?ade grants to qualified small businesses located in identified areas in Council Districts 1 and 4 as well as Downtown and Chinatown.

Since inception, the Program has been amended four times in an effort to expand the program and extend the deadlines for funding allocations. To date, funding has been granted to 49 entities.

This Fifth Amendment would extend the term of the Agreement to July 31, 2026.

ENVIRONMENTAL FINDINGS

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, this action does not qualify as a "project" as defined by CEQA.
