1. Approve a Consultant Services Agreement with All Hazard EHS Inc. in an amount not to exceed $100,000, to provide professional lead-based paint inspections, testing, risk assessments, and consultant services from July 1, 2026 to June 30, 2028 with an option for a one-year extension for the City's federally funded housing rehabilitation programs
2. Approve a consultant services agreement with JSA Environmental Consulting Inc., in an amount not to exceed $100,000, to provide professional lead-based paint inspections, testing, risk assessments, and consultant services from July 1, 2026 to June 30, 2028 with an option for a one-year extension for the City's federally funded housing rehabilitation programs

RECOMMENDATION
It is recommended that City Council approve two consultant services agreements, each in the amount of $100,000, for a two-year term with the option of a one-year extension, with All Hazard EHS Inc. and JSA Environmental Consulting Inc. to perform specialized lead-based paint services for the City's federally funded housing rehabilitation programs; and authorize the City Manager or designee to sign all necessary implementing agreements as approved to form by the City Attorney.
