RECOMMENDATION

Staff recommends that City Council approve an agreement for Professional Engineering Services with Provost and Pritchard Engineering Group Inc. in the amount of $149,900 with a $10,000 contingency for design and construction support phases of the Blackstone Avenue Smart Mobility Project between Shields Avenue and McKinley Avenue, and allow the Public Works Director or designee to sign the agreement on the City's behalf.

EXECUTIVE SUMMARY

The proposed project, Blackstone Avenue Smart Mobility Project between Shields Avenue and McKinley Avenue, will implement the Southern Blackstone Avenue Smart Mobility Strategy with a complete street design including the construction of a protected Class IV bicycle facilities in each direction of Blackstone Avenue. Implementation of a road diet will reduce Blackstone Avenue from three vehicle lanes in each direction to two vehicle lanes, which allows for the addition of the Class IV bicycle facility and other complete streets features. The subject consultant agreement in the amount of $149,900, with a $10,000 contingency, will facilitate the design and construction support services necessary to complete the project. The project is fully funded with a federal Congestion Mitigation and Air Quality (CMAQ) grant and local Measure C funding.
