RECOMMENDATION

Staff recommends that City Council adopt the 7th Amendment to the Annual Appropriation Resolution No. 2026-159 to reappropriate the Cal OES Agreement A211006364 award of $31,700 to the FY 2027 Fire Department budget.

EXECUTIVE SUMMARY

The Fire Department participated in a solicitation for Type II Hazardous Materials Apparatus as part of the Cal OES Haz Mat program. Fresno Fire was awarded one apparatus along with Agreement A211006364 to cover the costs of training personnel to staff the apparatus. Cal OES last revised Agreement A211006364 with Amendment Nine, which brought the total award to $775,000 between October 1, 2021, and June 30, 2026.

BACKGROUND

Cal OES's Fire, Rescue, and Haz Mat Program developed a Regional Hazardous Materials (Haz Mat) Program modeled after the Cal OES Fire Engine Program. Its purpose is to strengthen statewide response capability and close the gaps in areas with limited or no Haz Mat resources by rail. As part of this effort, Cal OES distributed twelve Type 2 Haz Mat Emergency Response Vehicles, each equipped with all FIRESCOPE-required Type 2 standardized equipment.

In addition, Cal OES coordinates all required training for personnel who are not trained to the Specialist level for a FIRESCOPE Type 2 Haz Mat Response as well as covers the cost of the training. In October 2021, Agreement A211006364 was entered into between Fresno Fire Department and Cal OES for $100,000 to cover the cost of the necessary backfill for those staff attending required training.
