RECOMMENDATION

Staff recommends the Council introduce the attached resolution granting authority to the Public Works Director to delegate the authority to other City Departments for the approval of contract change orders for on-site Public Works of Construction.

EXECUTIVE SUMMARY

From time to time, other City Departments wish to perform the construction management services for their own on-site public works of construction. Currently, the City has designated the Public Works Director to be the authority over Capital construction projects and the signing authority for Change Orders.
This Resolution will allow for the Public Works Director to delegate the authority for approval of Change Orders to other City Department Directors on a case by case basis and only for projects not in the street right-of-way.

BACKGROUND

In 1984, Council adopted Resolution 84-142 establishing the processes for Public Works of Construction Change Order procedures for the City of Fresno. These procedures accounted for changes in scope and price and limited their approval based upon cost to the Public Works Director, Chief Administrative Officer for the City or the City Council.
In following years, Council approved Resolutions 89-470 and 94-114 that raised the limits of the authority for changes orders and included the addition of time to construction projects under the Change Order Authority.
