Actions pertaining to the Orange Avenue Pavement Overlay from California Avenue to Jensen Avenue - Bid File 3601 (County of Fresno and Council District 5)
1. Adopt a finding of Categorical Exemption per staff's determination, pursuant to Section 15301(c) of the California Environmental Quality Act Guidelines (CEQA)
2. Award a construction contract in the amount of $1,141,217 with Dave Christian Construction Co., Inc., of Fresno, California, as the lowest responsive and responsible bidder for the Orange Avenue Pavement Overlay from California Avenue to Jensen Avenue

RECOMMENDATIONS
Staff recommends the City Council adopt a finding of Categorical Exemption per staff's determination, pursuant to Section 15301(c) Class 1 of the CEQA Guidelines, award a construction contract with Dave Christian Construction Co., Inc., of Fresno, California, in the amount of $1,141,217 as the lowest responsive and responsible bidder for the Orange Avenue Pavement Overlay from California Avenue to Jensen Avenue, and authorize the Public Works Director or designee to sign a standardized contract on behalf of the City.
EXECUTIVE SUMMARY
Orange Avenue is in a state of disrepair due to its designation and use as an industrial truck corridor, extreme age, and significant weathering. The recommended award of a construction contract for the Orange Avenue Overlay will include grinding and overlaying the existing travel lanes where the damaged paving is most pronounced and providing additional pavement thickness to the entire roadway section for an increased pavement strength and lifespan.
