Approval of revised State Route 180 Freeway Maintenance Agreement with State of California Department of Transportation (Caltrans). (Council Districts 3, 5, and 7)

RECOMMENDATION
Staff recommends that Council approve of the revised Freeway Maintenance Agreement for State Route 180 and authorize the City Manager to execute the agreement.
EXECUTIVE SUMMARY
The City of Fresno and Caltrans mutually desire to clarify and define respective maintenance responsibilities along the State Route 180 within the City of Fresno limits. This updated maintenance agreement incorporates portions of the freeway corridor that were previously covered by agreements between the County of Fresno and Caltrans, but have since that time been annexed into the City of Fresno. The Freeway Maintenance Agreement includes roles and responsibilities for the City and Caltrans that are consistent with other freeway maintenance agreements.
BACKGROUND
The State of California declared State Highway Route 180 (SR 180) a freeway by Resolution of the California Highway Commission on December 18, 1963, from Brawley Avenue to 0.1 mile west of Highland Avenue. The City of Fresno (City) entered into a Freeway Agreement with Caltrans for SR 180 from Marks Avenue and 0.4 miles west of State Route 99 (SR 99) on October 10, 1968.
Caltrans and the County of Fresno (County) entered into a Freeway Agreement on March 25, 1969, for a portion of SR 180 between 0.1 mile east of Brawley Avenue and 0.4 miles east of SR 99 and a portion of SR 180 from First Street to 0.3 miles east of Clovis Avenue. The City subsequently annexed certain areas including portions of freeway covered in the Caltrans and County Freeway Agreement dated March 25, 1969.
