Staff recommends that Council authorize the Chief of Police to enter into a one-year contract with The Fresno Police Chaplaincy to provide chaplain services to the Fresno Police Department in an amount not to exceed $75,000 each year ($375,000 over five years).
EXECUTIVE SUMMARY
The Fresno Peace Officers' Chaplaincy, Inc., is a non-profit organization comprised of both paid and volunteer police chaplains providing services to both the Fresno Police Department and the City of Fresno. The contract provides a portion of the funding used to cover the cost of a full-time Police Chaplain Program Director. The Police Chaplain Program Director is a licensed minister and shall oversee the functions of the Fresno Police Chaplain Program, consisting of approximately 100 volunteer chaplains serving throughout the city. The total budget for the program for FY 23 is $402,103. The Fresno Police Department contributes $75,000 each year to the program. Remaining costs are covered by approximately $34,800 in employee contributions, and approximately $292,303 in other donations from community partnerships.
BACKGROUND
The primary mission of the Fresno Police Department Chaplaincy is to provide 24-hour per day on-call chaplain service to the Fresno Police Department. Duties provided by the personnel associated with this contract include:
