Staff recommends the approval of a Consultant Service Agreement with Kimley-Horn and Associates, Inc. to conduct design and construction phase services for the Runway 12L-30R Rehabilitation Project at Fresno Chandler Fresno Chandler Executive Airport (FCH) in the amount of $312,277.

EXECUTIVE SUMMARY

The Airports Department intends to rehabilitate approximately 288,750 square feet (3,850'x75') of existing asphalt pavement on Runway 12-30 at Fresno Chandler Airport.

Approval of this design agreement project will enable the Airport to meet the funding timelines, solidify the construction schedule, and rehabilitate critical infrastructure to allow for continued aviation operations.

BACKGROUND

The rehabilitation on Runway 12-30 at Fresno Chandler Airport will consist of milling the 288,750 square feet (3,850'x75') existing pavement section and replacing it with new asphaltic concrete pavement.

The runway asphalt pavement was built in 2003 and has a nominal asphalt thickness of 6 inches. Based on information from the 2023 Airfield Pavement Management System (APMS) the PCI of the pavement was measured 51 and the observed distresses report includes block cracking, L&T cracking, and weathering.
