RECOMMENDATION

Staff recommends that the City Council approve the Service Agreement with Valley Teen Ranch to provide permanent supportive housing to twenty-five (25) Transitional Aged Youth at Sierra Crossing, located at 5575 W. Sierra Avenue (APN 506-130-04S) covering the period from September 1, 2026, through August 31, 2028, in an amount not to exceed $523,534.00 under the HHAP program, and authorize the City Manager, or designee to sign all implementing agreements.

EXECUTIVE SUMMARY

The City of Fresno is seeking to award funding for homeless youth services to Valley Teen Ranch as part of HHAP program requirements. Staff issued a Request for Qualifications (RFQ 12402933) on June 3, 2024, resulting in the submission of seven (7) proposals; five (5) were deemed qualified. Based on the evaluation completed by the selection panel, staff recommends $523,534.00 be awarded to Valley Teen Ranch to provide permanent supportive housing to twenty-five (25) Transitional Aged Youth at Sierra Crossing. The agreement is from September 1, 2026 through August 31, 2028.
