Approve a Third Amendment to the Agreement between the City of Fresno and SimpleTherapy (formerly Halcyon Behavioral) Employee Assistance granting a six-month emergency extension through February 28, 2027 to allow time to process a new Request for Proposals, remaining at the current cost per employee per month of $1.78, with an expected cost not to exceed $50,000 for the six-month period, for a total contract amount not to exceed $500,000 for Employee Assistance Program Services

RECOMMENDATION
It is recommended Council approve a Third Amendment to the Agreement between the City of Fresno and SimpleTherapy (formerly Halcyon Behavioral) Employee Assistance granting a six-month emergency extension through February 28, 2027 to allow time to process a new Request for Proposals, remaining at the current cost per employee per month of $1.78, with an expected cost not to exceed $50,000 for the six-month period, for a total contract amount not to exceed $500,000 for Employee Assistance Program Services; and authorize the Personnel Services Director, or designee, to execute the Third Amendment on behalf of the City of Fresno
EXECUTIVE SUMMARY
In the spring of 2020, Personnel Services staff distributed a Request for Proposals (RFP) to multiple Employee Assistance Program (EAP) firms. In response to the RFP, four vendors submitted proposals. SimpleTherapy (formerly Halcyon Behavioral) was selected as the firm that provided the best value to the City of Fresno and is a locally owned business.
August 27, 2020, the City Council approved the Agreement between the City of Fresno and SimpleTherapy (formerly Halcyon Behavioral) for Employee Assistance effective September 1, 2020 through August 31, 2023.
