EXECUTIVE SUMMARY

 

On July 20, 2023, the City Council unanimously approved Actions pertaining to the creation of the Capital Projects Department, including four resolutions.  The Resolution adopting the 6th amendment to the Annual Appropriations Resolution (AAR) No. 2023-185, appropriating $50,000,000 for the Downtown Fresno Public Infrastructure Improvements Project, was not clear related to the intent to authorize the City Manager to execute all required implementing documents. 

 

Approval of this item will authorize and direct the City Manager, or designee, to sign all required implementing documents related to the $250,000,000 allocated by the State, including the $50,000,000 appropriated on July 20, 2023, for the Fiscal Year 2023-2024 budget. 

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a “project” and is therefore exempt from the California Environmental Quality Act Requirements. 

 

LOCAL PREFERENCE

 

Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno. 

 

FISCAL IMPACT

 

The resolution provides signatory authorization and does not create additional fiscal impact.
