RECOMMENDATION

Staff recommends that the City Council award a Product Requirements Contract for the purchase of bulk sodium hypochlorite to Pur Water LLC., of Napa, California, for an initial term of three years, with two optional one-year extensions, in an amount not to exceed $2,210,340 per year plus annual Producer Price Index (PPI) adjustments; and authorize the Purchasing Manager, or designee, to sign the agreement on behalf of the City of Fresno (City).

EXECUTIVE SUMMARY

The Department of Public Utilities (DPU) is required by the Federal Safe Drinking Water Act and State Title 22 regulations to continuously maintain a chlorine concentration greater than 0.2 milligrams per liter throughout the City of Fresno's (City) water distribution system. DPU has historically purchased bulk sodium hypochlorite using product requirements contracts, and the current supplier notified DPU that they could not continue to meet the required demand due to production limitations at their facility. A new contract is required to continue an uninterrupted sodium hypochlorite supply.

The City conducted a competitive bidding process in accordance with Fresno City Charter Section 1208, and Pur Water LLC., of Napa, California, was deemed the lowest responsive and responsible bidder.
