Approve a Third Amendment to the Grant Agreement with Fresno Economic Opportunities Commission/Advance Peace to extend the term of the grant to October 31, 2026, expand the participant age range, and increase the grant award by $250,000 for a total amount not to exceed $625,000

RECOMMENDATIONS
Staff are recommending that the City Council approve a Third Amendment to the Grant Agreement (Agreement) between the City of Fresno and the Fresno Economic Opportunities Commission (FEOC)/Advance Peace. Staff also recommend authorizing the City Manager or designee to sign the amendment and all related documents.
EXECUTIVE SUMMARY
The City Council adopted the Fiscal Year (FY) 2026 budget which included up to $250,000 dollars in contingency funding for the Advance Peace Program (Motion #13). Other grant applications to fund Advance Peace were not awarded funding, and contingency funding is needed to continue the program. This Third Amendment will extend the existing grant term by four months, update the ages served and increase the total grant award by $250,000 to a total amount not to exceed $625,000.
BACKGROUND
The Advance Peace Program is a community violence intervention program housed with FEOC. The Advance Peace Program includes an 18-month Fellowship Program designed to provide support services to disrupt the cycle of gun violence in Fresno.
