Approve the Cooperative Purchase Agreement with AMS.net, LLC, for the lease purchase of enterprise-grade technology equipment for the new Police Department (PD) 911 Center in an amount not to exceed $2,075,399.99 with a term of three years with two one-year extensions, not to exceed five years, procured through the Merced County FOCUS (Contract #2026120)

RECOMMENDATION
Staff recommends that Council approve a Cooperative Purchase Agreement (CPA) with AMS.net, LLC, in an amount not to exceed $2,075,399.99, with a term of three years with two one-year extensions, not to exceed five years, for enterprise grade technology equipment required for the new PD 911 Center facility, procured through the Merced County FOCUS Cooperative Purchasing Agreement (Contract #2026120). In accordance with Administrative Order 3-1, the underlying equipment is being procured utilizing a Competitive Purchase Agreement. Financing for this equipment will be provided under the City's existing Master Equipment Lease Purchase Agreement (MELPA) with Banc of America Public Capital Corp. (BAPCC), previously approved by Council, and will be executed via a lease schedule under that agreement. No additional Council action is required to authorize the financing itself.
EXECUTIVE SUMMARY
The City of Fresno (City) is relocating Police Department (PD) 911 dispatch operations to a new facility. The new site requires a complete data center and network infrastructure built out to support 911 dispatch, computer-aided dispatch (CAD), and related public safety systems.
