RECOMMENDATION

Staff recommends City Council approve the six-month extension to Lincoln Training Center of Fresno, CA for custodial services at Fresno City Hall.

EXECUTIVE SUMMARY

The Facilities Management Division of the Public Works Department is seeking to award a six-month contract extension for custodial services at Fresno City Hall to Lincoln Training Center of Fresno, CA (LTC). The initial Request for Proposal (RFP) was awarded in March 2015 for three (3) years with two (2) optional extensions. Both extensions have been utilized in 2018 and 2019, respectively, with the 2019 extension expiring in March of 2020. Due to extenuating circumstances including the COVID-19 pandemic and Facilities staffing challenges, LTC has continued to work with extensions. The Facilities Management Division of the Public Works Department is requesting a 6 month extension to be able to complete the RFP process and award a new contract.

BACKGROUND

On August 8, 2014 the City of Fresno posted on the City's website, RFP specifications which were distributed to ten (10) prospective proposers. A final interview for the qualifying proposers was held on December 17, 2014, at City Hall with the Evaluation Committee, which consisted of representatives of Public Works, Police, Public Utilities, Budge/Finance, City Attorney's and Finance.
