Approve a Fourth Amendment to the Consultant Services Agreement (Agreement) with Kleinfelder, Inc. for environmental engineering services to extend the term of the Agreement for no additional cost through August 28, 2026, to complete services for Maxie L. Parks site located at 2165 South Elm Street, Fresno, CA 93706.

RECOMMENDATION
Staff recommend that the City Council approve a Fourth Amendment (Amendment) to the Consultant Services Agreement with Kleinfelder to extend the term of the Agreement and authorize the City Manager or designee to sign all related documents on behalf of the City.
EXECUTIVE SUMMARY
The City of Fresno has been working with Kleinfelder to provide environmental engineering services to respond to Central Valley Regional Water Quality Control Board's requirements associated with the Maxie L. Parks site located at 2165 South Elm Street. This Amendment will extend the term of the Agreement to enable the completion of the environmental engineering services at no additional cost to the City.
BACKGROUND
On October 20, 2023, the City of Fresno entered into an Agreement with Kleinfelder, Inc. for an additional assessment of the Maxie L. Parks site based on the Central Valley Regional Water Quality Control Board's (RWQCB) recommendations. The additional assessment involved installing permanent vapor monitoring points and conducting soil testing. On November 9, 2023, on-site vapor monitoring was completed. On November 10, 2023, Kleinfelder contacted the City to communicate that while two of the nine vapor monitoring points were sampled, seven other vapor monitoring points were unable to be sampled as they were no longer available and/or viable.
