RECOMMENDATION

Staff recommends that the City Council authorize the City Manager, or their designee, to approve the First Amendment to the Service Contract with Turbo Data Systems, Inc., increasing the contract amount by $494,954.00, for a total not to exceed $1,003,594. This amendment will utilize funds previously approved and appropriated by the City Council and will allow for continued citation processing services throughout the end of the current contract term, April 22, 2027.

EXECUTIVE SUMMARY

In 2016, the City entered into a three-year services agreement with Turbo Data System,s Inc. (TDS) for citation processing services, with an initial not-to-exceed amount of $508,640 and with the option for four two-year extensions. Since then, TDS has supported the Parking Division with reliable, technology-driven tools including digital adjudication, real-time enforcement access, and integrated online payment systems. The City extended the agreement in 2022 and continues to rely on these services to streamline operations and enhance customer access.

The proposed amendment reflects actual and anticipated costs for the duration of the contract and adds $494,954 of previously approved and appropriated funds. This adjustment brings the contract total to $1,003,594 and ensures uninterrupted continuation of citation services through April 22, 2027.
