RECOMMENDATION
It is recommended that Council adopt the Thirteenth Amendment to the Fiscal Year 2026 Salary Resolution No. 2025-177 to add the new classification of Building Standards Appeals Board Member and the respective stipend, effective October 16, 2025.
EXECUTIVE SUMMARY
The Planning and Development Department, Building and Safety Division, has a need for a Building Standards Appeals Board Member classification due to the creation of the Building Standards Appeals Board (BSAB). The BSAB will hear and decide appeals of orders, decisions, and determinations made by the City of Fresno related to the Building Code. For the members to be paid, the Fresno Municipal Code requires that the stipend be authorized in the Salary Resolution.
The Building Standards Appeals Board Member classification will be placed in Exhibit 12, Unit 12, Board and Commission Members, with a respective stipend of $100 Per Meeting Attended, not to exceed $200 per month.
This action will not require additional appropriations.
BACKGROUND
A resolution creating the BSAB was adopted by Council on May 22, 2025 to comply with Section 1.8.8.1 of the California Building Code.
