RECOMMENDATION

Staff recommends the City Council approve the First Amendment to the Service Agreement with FEOC to continue operating eight (8) youth bridge beds located at 1046 T Street, Fresno, CA 93721 (APN 466-043-09) and authorize the City Manager or designee, to sign all implementing agreements. The amended agreement will extend services from July 1, 2026, through June 30, 2028, for an amount not to exceed $504,413, funded by the Homeless Housing, Assistance, and Prevention (HHAP) Program.

EXECUTIVE SUMMARY

The City of Fresno currently has an agreement with FEOC for the operation of eight (8) youth bridge housing beds awarded through the procurement process under RFQ 12402933, released June 3, 2024. The RFQ allows for an initial two-year agreement with one optional two-year extension. The initial agreement covers the period from November 1, 2024, through June 30, 2026.

This project serves homeless transitional aged youth (TAY) ages 18-24 by providing bridge housing beds for up to 6 months, offering a safe interim housing option while working toward permanent housing placement. The program equips TAY aged youth with tools and skills necessary to achieve stability and maintain long-term housing.
