RECOMMENDATION

Staff recommends City Council approve an On-Call Consultant Service Agreement between the City of Fresno (City) and Blair, Church, & Flynn Consulting Engineers, Inc. for all Task Orders resulting under the Agreement in an amount not to exceed $300,000, with no guarantee expressed or implied that this dollar amount will be authorized under the Agreement, and authorize the Director of Aviation or designee to execute the Amendment on behalf of the City of Fresno.

EXECUTIVE SUMMARY

The Airports Department (Airports) routinely initiates projects that require long range planning, design and construction related services. These capital projects may be funded with a combination of Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grants, Passenger Facility Charges and Airport revenue. Airports staff have performed a qualification-based hiring process and selected Civil Engineering consultant firms to perform these necessary services on an On-Call basis. Due to current capital and maintenance project needs, staff is recommending a civil engineering agreement with Blair, Church, & Flynn Consulting Engineers, Inc. in an amount not to exceed $300,000 be approved. Funding for the agreement will be appropriated under the individual projects for each Task Order.
