RECOMMENDATIONS
Staff recommends the City Council adopt Categorical Exemption for Environmental Assessment Number P20-001139 and adopt a resolution ordering the summary vacation of a portion of East Thomas Avenue, east of North Blackstone Avenue and north of State Route 180, as shown on Exhibit "A" of the attached resolution.
EXECUTIVE SUMMARY
Sage Blackstone Fresno, LLC is requesting the vacation of a portion of East Thomas Avenue, east of North Blackstone Avenue and north of State Route 180. The purpose of the vacation is to eliminate excessive public street right of way and accommodate the development of the adjacent property.
BACKGROUND
East Thomas Avenue was originally dedicated as a sixty foot wide public street by map of Belmont Addition recorded October 17, 1887 in Volume 1 of Plats, at Page 39, Fresno County Records. On November 19, 1973 the State of California purchased a portion of the 60 foot wide East Thomas Avenue for the construction of State Route 180. This purchase left a remnant portion of East Thomas Avenue, as shown on Exhibit "A" of the attached resolution. ...
