***RESOLUTION - Authorizing the submittal of application(s) for all CalRecycle grants and payment programs for which the City of Fresno is eligible (Citywide). (Subject to Mayor's Veto)

RECOMMENDATION

Staff recommends that City Council adopt a resolution to approve the submittal of applications for grants, payment programs and related authorizations to CalRecycle. CalRecycle has established various grants and payment programs to make payments to qualifying jurisdictions and is required to establish procedures governing the administration of those programs. CalRecycle has directed the City to designate by resolution a person authorized to submit and execute related documents. Staff recommends that Council authorize the Director of Public Utilities, or designee, to submit applications to CalRecycle for any and all grants and payment programs offered; and give signature authority to execute all documents necessary to implement and secure payment(s).

EXECUTIVE SUMMARY

The adoption of the resolution will ensure the implementation and execution of the grants and payment programs currently in progress and those which are of benefit to the City of Fresno and its residents. This action will provide for the continuation of solid waste and recycling activities, including but not limited to, outreach events, recycling activities, littler control, oil recycling, and other activities which the Department of Public Utilities, Solid Waste Management Division (SWMD), is involved in and funding expenditures are applied consistent with state requirements.
