RECOMMENDATION

Staff recommends that the City Council adopt a finding of Categorical Exemption pursuant to Article 19, Section 15301(c)/Class 1 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines, and award a construction contract to A.J. Excavation, Inc., of Fresno, California for the Taxilane Reconstruction project (Project) at Fresno Chandler Executive Airport (FCH) in the amount of $436,003.60.

EXECUTIVE SUMMARY

The Pavement Management Plan (PMP) for FCH, as required by the Federal Aviation Administration (FAA), concluded that rehabilitation/reconstruction of certain taxilanes is necessary. The Project will remove and replace existing pavement adjacent to Hangars S and T, install drainage facilities, and slurry seal pavement east and west of Q-Hangars (refer to attached diagram).

BACKGROUND

The FAA approved Airport Capital Improvement Plan (ACIP) for FCH identifies a number of airfield related works that will need to be executed over the next five years. The ACIP is FAA's tool to ensure the projects are properly prioritized with regard to the safe and secure operation of the airport and to provide appropriate project funding.
