Title
Actions pertaining to the widening of South Temperance Avenue:
1. Adoption of Environmental Assessment No. 11072 dated December 18, 2025, an Addendum to Environmental Assessment No. R-05-84/T-5531/C-05-218, in accordance with Sections 15162 and 15164 of the California Environmental Quality Act Guidelines; and
2. Approval of Engineering Cost Reimbursement Agreement with San Joaquin Valley Railroad Company in the amount of $147,449.00 (Council District 5)

RECOMMENDATION
Staff recommends that the Fresno City Council adopt Environmental Assessment No. 11072, an Addendum to Environmental Assessment No. R-05-84/T-5531/C-05-218, and approve the Engineering Cost Reimbursement Agreement (Agreement) with San Joaquin Valley Railroad Company (SJVRR), authorizing the City to reimburse SJVRR to complete the engineering design and plans, and authorize the Director of Public Works to execute the Agreement. (Council District 5)
EXECUTIVE SUMMARY
The City of Fresno (City) and Centex Homes (Developer) have been working with San Joaquin Valley Railroad Company (SJVRR) to finalize the design plans for the railroad crossings on Temperance Avenue north of California Avenue. To guarantee the completion of the design plans for the railroad crossing and to commence construction of Temperance Avenue, Developer has agreed to use its Faithful Performance Security funds to pay SJVRR for the plans pursuant to the Engineering Cost Reimbursement Agreement.
BACKGROUND
