RECOMMENDATION

Staff recommends that City Council approve the purchase of Cisco Secure Firewalls, associated materials, and implementation for Supervisory Control and Data Acquisition (SCADA) segregation for an amount not to exceed $336,087 to enhance SCADA network security infrastructure; and authorize the Director of Public Utilities, or designee, to execute the necessary documents on behalf of the City of Fresno (City).

EXECUTIVE SUMMARY

The Department of Public Utilities - Water Division operates multiple SCADA systems across the City's water production and treatment sites. Critical components of these systems, including firewalls, have reached or surpassed end-of-life (EOL) status, jeopardizing system reliability, cybersecurity, and supportability.

To ensure continued system performance, staff recommends purchasing and implementing the necessary upgrades at a total cost not to exceed $336,087. Funding is available in the Water Division's Fiscal Year 2025 Capital Improvement Program Budget.
