Staff recommends that the City Council reject all bid proposals received for the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) Warehouse West Side Canopy Project (Project).

EXECUTIVE SUMMARY

Staff recommends that the City Council reject all bid proposals received for the Project. There were four proposals received with bid amounts ranging from $350,946.70, to $400,500.00. The engineer's estimate was $202,000. The apparent low bidder, GCB1 Incorporated, of Fresno, California submitted a proposal with a contract price that was seventy-four percent (74%) above the engineer's estimate for the Project. Upon rejection of the bids received, staff will work with the Department of Public Utilities (DPU) to determine a path forward for the Project.

BACKGROUND

The Department of Public Utilities identified the need to construct a permanent storage canopy at the west side of the existing warehouse building at the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF). The new canopy will store and protect large and bulky items that are currently outdoors from the elements and will optimize space utilization within and outside of the warehouse building.
