RECOMMENDATION
Staff recommends that the City Council approve the First Amendment to the Consultant Services Agreement with Stantec Consulting Services Inc., increasing the contract amount by $100,000 for a total not-to-exceed amount of $201,750 and extending the agreement term to December 31, 2030, to coincide with the grant's term. This amendment is necessary to support the implementation of the City's expanded US EPA Brownfields RLF Supplemental Grant award of $500,000, which enables one to two additional cleanup loans during the period of performance. Also, recommend authorizing the City Manager or designee to sign the amendment and all related documents.
EXECUTIVE SUMMARY
The City received an increase of $500,000 to its US EPA Brownfields RLF Supplemental Grant award on July 9, 2026, expanding available funding for cleanup loans and associated regulatory compliance activities. The increased award is expected to support one to two additional RLF loans during the period of performance. The First Amendment to the Consultant Services Agreement with Stantec Consulting Services Inc. increases spending authority and extends the agreement term to ensure consultant services remain available throughout the full EPA grant period.
