Authorize a one-year FAX revenue agreement, with two optional one-year extensions between the City of Fresno (City) and California State University, Fresno (CSUF), to provide transit services for CSUF students, faculty, and staff on Fresno Area Express (FAX) fixed-route buses for a total compensation not to exceed $125,000 annually.

RECOMMENDATION
Staff recommends that the City Council authorize a one-year revenue agreement, with two optional one-year extensions between the City of Fresno and CSUF to provide transit services for CSUF students, faculty, and staff on Fresno Area Express (FAX) fixed-route buses.
EXECUTIVE SUMMARY
Through its automated fare collection equipment, FAX can accept different types of fare media, including agency-issued magnetic stripe identification cards. This technology can be used by CSUF students, faculty, and staff to swipe their ID cards at the farebox for fare payment on fixed route buses. FAX will bill CSUF for all rides provided at a rate of $0.75 per ride, with a maximum of $22.00 per month, per rider, and not to exceed $125,000.00 annually, subsidizing the cost for students, faculty, and staff. This pricing is in accordance with the current Fixed Route Student Fare structure, detailed on the Master Fee Schedule Amendment 575, approved for use as of July 1, 2023.
BACKGROUND
In 2013, FAX installed SPX Genfare Odyssey Fareboxes capable of accepting various new fare media, including magnetic stripe cards, which are used on various ID cards. CSUF began using the ID based card system to allow their students, faculty, and staff to ride the FAX fixed route in August 2017.
