RECOMMENDATION

Staff recommends that the City Council approve an agreement for professional engineering services with O'Dell Engineering, Inc. in the amount of $291,735, with a $29,174 contingency, for design and construction support services for the E Street Complete Streets Project from El Dorado Street to Ventura Avenue and authorize the Capital Projects Director or designee to sign the agreement on behalf of the City of Fresno.

EXECUTIVE SUMMARY

The City applied for, and was awarded, Surface Transportation Block Grant (STBG) funds with the goal of rehabilitating the E Street pavement through a combination of grind and overlay and sections of full reconstruction where necessary. The City was awarded the STBG grant in December 2022 to pay for the preliminary engineering phase for the E Street Complete Streets Project, extending from El Dorado Street to Ventura Avenue. This project encompasses pavement rehabilitation and full pavement reconstruction, curb ramp improvements, and filling sidewalk gaps. Other improvements through the corridor will include reconfiguring the roadway by reducing the number of travel lanes allowing for the installation of buffered Class II bicycle lanes, and traffic signal modifications at the intersections of E Street/Fresno Street and E Street/Tulare Street to provide protected left turn phasing.
