Title
Actions pertaining to the Taxiway C Reconstruction Project at Fresno Yosemite International Airport (Council District 4)
1. Adopt a finding of Categorical Exemption pursuant to Section 15301/Class 1 (Existing Facilities) of the California Environmental Quality Act Guidelines for the Taxiway C Reconstruction
2. Approve Change Order No. 2 for Phase 2 of the Taxiway C Reconstruction Project, for Add-Alternates 1 and 2 of Bid File 3519, with Security Paving, Inc., in the amount of $8,763,647
3. Authorize the Director of Aviation to execute additional Project Contract Change Order(s) not to exceed Project contingency funding of $2,183,389 and 66 Contract Days

RECOMMENDATION
Staff recommends Council adopt a finding of Class 1 Categorical Exemption pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines, and authorize the Director of Aviation to execute (i) Contract Change Order (CCO) No. 2 for $8,763,647 and 120 additional contract days, and (ii) additional Contract Change Order(s) not to exceed Project contingency funding of $2,183,389 and 66 contract days for the Taxiway C Reconstruction project at Fresno Yosemite International Airport (FAT).
EXECUTIVE SUMMARY
On October 12, 2017, Council awarded a contract to Security Paving Company, Inc., (Security) of Sylmar, California (Bid File 3519) for the Taxiway C Reconstruction Project at FAT, which includes removing and replacing existing pavements, lighting, markings and drainage facilities. The Federal Aviation Administration (FAA) provided an initial grant of $13,324,428 for the Base Bid and Additive Alternate No. 3 (Phase 1). The construction contract for Phase 1 has been executed and the work is underway.
