RECOMMENDATION

It is recommended that Council approve the attached Side Letter of Agreement with FPOA which renews and amends the provision of hiring incentives for qualified lateral police hires from other California police agencies and provides incentives for current Fresno Police Officers who refer lateral hires, effective July 1, 2018.

EXECUTIVE SUMMARY

In order to achieve hiring goals for Police Officers, the City Council approved a Side Letter Agreement with FPOA effective August 1, 2015 through June 30, 2016, providing hiring incentives for lateral hires from other California law enforcement agencies. In each year since, Council has approved renewals of this side letter through June 30, 2018. Renewal of the side letter for an additional year will assist with continued efforts in achieving the City's hiring goals for Police Officers. The attached side letter renews the initial provisions providing leave and cash incentives upon hire after successful completion of the field training program, upon successful completion of the probationary period as a Police Officer with the City, and successful completion of an additional twelve months of City service as a Police Officer after passing probation. The terms also credit lateral hires hired on or after August 1, 2015 with years of sworn service in previous employment solely for the purpose of determining vacation accruals.
