RECOMMENDATION

Staff recommends that Council adopt the Fourth Amendment to the Position Authorization Resolution No. 2015-105, adding one Senior Network Systems Specialist position to the Information Services Department in FY 2016.

EXECUTIVE SUMMARY

There has been an increase in issues with our aging communications systems. A Senior Network Systems Specialist is needed to provide additional support to our City-Wide communications systems. Currently only one person is dedicated to support the two way radio networks of the Fire and Police Departments and the Video Policing camera network of the Police Department. The new position will also assist in maintaining the regional communication networks supported by the City, County, City of Clovis, and Fig Garden and North Central Fire Protection Districts.

BACKGROUND

Two-way radio and video infrastructure technologies used by Fire and Police Departments have evolved to the use of real time digital networks to connect radio sites throughout their coverage areas. These networks have similarities to Internet networks however since they transport voice and video in real time they do not tolerate errors that are common in Internet applications. Technicians building and maintaining these networks have a specialized skillset. The time critical nature of radio communications among Fire and Police first responders means these systems need to be well maintained and quickly repaired when necessary.
