RECOMMENDATIONS

Staff recommends the City Council (1) adopt a finding of Categorical Exemption pursuant to Section 15301, Existing Facilities (Class 1) of the California Environmental Quality Act (CEQA) Guidelines, (2) award a Construction Contract to Agee Construction Corp. of Clovis, California in the amount of $1,469,234.00 as the lowest responsive and responsible bidder and authorize the Capital Projects Director or designee to sign the Construction Contract on behalf of the City of Fresno.

EXECUTIVE SUMMARY

The City of Fresno has identified the need to restore Cedar Avenue between Herndon Avenue and Alluvial Avenue to extend the service life of this heavily traveled arterial roadway. The project will use a combination of pavement rehabilitation methods, including grind-and-overlay and targeted full-depth pavement replacement. It will also support the City's complete streets goals by adding buffered Class II bicycle lanes, installing ADA-compliant curb ramps, and modifying median noses at affected crosswalks. Additional improvements include replacing vehicle detection loops and upgrading signage and pavement striping.
