RECOMMENDATION
Staff recommends the City Council approve the resolution adopting the 11th Amendment to the Annual Appropriation Resolution No. 2026-159 Appropriating $9,756,800 from the Homeless Housing, Assistance, and Prevention Program, Round 6 (HHAP-6) to support interim shelter operations, youth shelter operations, homeless management information systems (HMIS), and administrative costs.
EXECUTIVE SUMMARY
The City of Fresno received a HHAP-6 allocation of $10,491,196.56. Council authorized the application and joint MOU with the Fresno Madera Continuum of Care (FMCoC), Fresno County, and Madera County on July 17, 2025. The application was submitted on August 28, 2025, and the award was confirmed on February 23, 2026. Funds will support ongoing interim housing programs.
An AAR is required to appropriate $9,756,800 that was not originally allocated in the FY2027 budget.
BACKGROUND
California’s Homeless Housing, Assistance, and Prevention (HHAP) program provides flexible grants to reduce homelessness through expanding shelter capacity, preventing unsheltered homelessness, and delivering housing-focused services tailored to local needs.
