RECOMMENDATION
Staff recommends that the City Council authorize the City Manager or their designee to accept $500,000 in total grant funding for the California Natural Resources Agency (CNRA) Prop 64 Youth Community Access (YCA) grant program.
EXECUTIVE SUMMARY
Staff are requesting approval of the CNRA's required Authorizing Resolution so that the City is eligible to receive grant award funding from CNRA's YCA grant program. The City Council previously authorized the grant application on July 25, 2024.
BACKGROUND
The CNRA released the Prop 64 YCA grant on June 26, 2024. On July 25, 2024, the City Council passed Resolution 24-166, authorizing the City Manager or designee to apply for a grant of up to $500,000 from CNRA and to sign all related documents on behalf of the City. On August 14, 2024, staff submitted a grant proposal to CNRA's YCA program requesting $500,000 to provide programming at Camp Fresno for underserved youth.
On July 15, 2025, staff were notified by CNRA that the City's grant proposal had moved on to the final phase of the review process and that to move forward the City must sign the YCA Authorizing Resolution. The authorizing resolution is due to CNRA on August 14, 2025. If awarded, the grant term would begin in Fall 2025 and would end in March 2029.
