RECOMMENDATION

Staff recommends Council award a Professional Engineering Services agreement to Provost & Pritchard in an amount not to exceed $112,922.22 for the design of up to nineteen (19) bus stops to achieve ADA compliance and provide TRA in accordance with the AHSC Program (Bid File 12601691).

The Department of Transportation/Fresno Area Express (FAX), seeks to award a contract to deliver full design services for up to nineteen (19) standard bus stops located throughout the FAX service area, per City of Fresno standard drawings. These design drawings will lead to construction to remediate ADA deficiencies and provide TRA in accordance with the AHSC Program.

A Request for Qualifications (RFQ) was issued on April 1, 2026 via Bid File Number 12601691, which resulted in three proposal submissions. The Selection Committee evaluated the proposals based on four criteria listed in the RFQ. After careful examination, the Selection Committee recommended Provost & Pritchard for award.

BACKGROUND

On March 30, 2023, Council approved a Memorandum of Understanding between the City of Fresno and UP Holdings, LLC for the construction of sustainable transportation infrastructure and TRA pursuant to UP Holdings' AHSC Program.
