RECOMMENDATION
Staff recommends that the City Council reject all bids received for the Paul "Cap" Caprioglio Community Center Remodel Project (Project) and direct staff to re-bid the Project.
EXECUTIVE SUMMARY
Staff recommends that the City Council reject all bids received for the Paul "Cap" Caprioglio Community Center Remodel Project. The two bids received ranged from $1,325,800 to $2,450,000 which represented seven percent (7%) below the funding allocation for the Project and one-hundred seventy-one percent (171%) above the funding allocation, respectively. However, upon evaluation of the bids, it is staff's determination that both bidders are non-responsive due to missing and/or incomplete information required at the time of bid opening. Upon rejection of all bids received, staff will re-bid the Project immediately.
BACKGROUND
The City entered into an agreement with Temple-Andersen-Moore Architects, LLP., dated August 27, 2020, for the design and preparation of construction documents for improvements to the south building at Paul "Cap" Caprioglio Community Cener including, but not limited to, removal and replacement of the heating, ventilation, and air conditioning (HVAC) system, accessibility and energy efficiency improvements, and reconfiguration of the existing space to optimize future programs and activities.
