RECOMMENDATION

It is recommended that the Council approve the MOU with the American Red Cross for provision of emergency support services to residents of the Summerset Village Apartments and approve an AAR accepting a donation of $25,000 from PG&E to fund expenses incurred by the City due to the emergency situation.

EXECUTIVE SUMMARY

On November 12, 2015, gas service was shut off at the Summerset Village Apartments due to a faulty and dangerous gas line, rendering residents without heat or hot water. Due to the serious public health and safety concerns, the Mayor declared a state of local emergency on November 25, 2015, ratified by the Council on November 30, 2015. The American Red Cross has provided support to residents by enacting its national MOU with the Southern Baptist Convention to provide hot meals and two shower trailers, each with six shower heads and three sinks. Because the emergency condition was due to a man-made condition rather than a natural disaster, it is outside of American Red Cross's normal scope. As such, pursuant to the terms of the attached MOU, the City will act as lead agency and will reimburse American Red Cross for its expenses. PG&E has provided the City with a donation of $25,000 to assist with the City's expenses incurred as a result of the emergency situation.
