1. ADOPT a finding that the California/Tupman Mural Project is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15303 - New Construction of Small Structures
2. ADOPT a finding that the Warnors Theatre infrastructure improvements project is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15301 - Existing Facilities.
3. ***RESOLUTION - Adopting the 4th Amendment to the Annual Appropriation Resolution (AAR) No. 2026-159 to Reallocate $49,600 from the Public Works Department to the City Council Department for a Mural Project at California Tupman Park and Warnors Theatre Infrastructure Improvements (Requires 5 Affirmative Votes) (Subject to Mayor's Veto)

RECOMMENDATION
It is recommended that the City Council approve the following items: (1) Adopt a finding that the California/Tupman Mural Project is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15303 (New Construction of Small Structures); (2) Adopt a finding that the Warnors Theatre infrastructure improvements project is exempt from the California Environmental Quality Act pursuant to CEQA Guidelines Section 15301 (Existing Facilities); (3) Adopt the 4th Amendment to the Annual Appropriation Resolution No. 2026-159 to reallocate $49,600 from the Public Works Department to the City Council Department for a mural project at California Tupman Park and Warnors Theatre infrastructure improvements.
