RECOMMENDATIONS

Staff recommends the Council take the following actions:

1. Approve an amendment to the existing agreement with Blair, Church and Flynn (BCF) to evaluate storm water runoff and groundwater recharge potential in the Cultural Arts District; and authorize the Public Works Director or designee to execute the agreement.
2. Adopt the 35th Amendment to the Annual Appropriation Resolution (AAR) No. 2014-95 to appropriate $50,000 to fund the storm water and recharge evaluation.

EXECUTIVE SUMMARY

Fresno Metropolitan Flood Control District (FMFCD) has identified the Downtown Cultural Arts District as an area subject to flooding during a major storm such as a 100-year event. FMFCD's system is designed to handle approximately a 5-year storm in the Downtown area and a 2-year storm in the rest of the City. Staff is recommending the Council approve an agreement with BCF to evaluate methods to reduce or eliminate the flooding in this area. They will also investigate the potential for groundwater recharge in any new ponding basins that are needed to reduce the flood area.
