RECOMMENDATION

Staff recommends that City Council award a Construction Contract to CENCAL Services, Inc. in the amount of $225,000.00, as the lowest responsive and responsible bidder for the demolition of existing building and parking lot at 4323-4333 North Blackstone Avenue to clear the parcel for construction of new senior affordable housing and authorize the Capital Projects Director or designee to sign the standardized construction contract on behalf of the City of Fresno.

EXECUTIVE SUMMARY

The Capital Projects Department (CPD) seeks to award a Construction Contract to CENCAL Services, Inc. following a competitive bidding process, which identified them as the lowest responsive and responsible bidder in the amount of $225,000.00. The project includes demolition of the existing building and parking lot to prepare the site for the development of future senior affordable housing.

The Construction Contract will be funded utilizing Community Development Block Grant (CDBG) funds appropriated in Fiscal Year (FY) 2027.
