2. Award a construction contract to Kertel Communications Inc., dba Sebastian of Fresno, California for $379,382

RECOMMENDATION
Staff recommends that the City Council adopt a finding of Class 1 Categorical Exemption, pursuant to Section 15301(c) of the CEQA Guidelines and award a construction contract for $379,382 to Kertel Communications Inc., dba Sebastian of Fresno, California, as the lowest responsive and responsible bidder for the Clinton and Palm Traffic Signal Modification and authorize the Public Works Director or designee to sign the contract on the City's behalf.
EXECUTIVE SUMMARY
The proposed Clinton and Palm Traffic Signal Modification will provide protected left turn movement of vehicles through the intersection. These improvements will provide more efficient vehicle movement through the intersection and improved safety for vehicular and pedestrian traffic. The City received a grant through the Highway Safety Improvement Program (HSIP) which is providing funding for the improvement project. On October 10, 2016, two sealed bids were received and opened in public. Kertel Communications Inc., DBA Sebastian of Fresno has been determined to be the lowest responsive and responsible bidder.
