1. Adopt a finding of Categorical Exemption pursuant to Class 1 Section 15301(c) (Existing Facilities) of the CEQA Guidelines for the Requirements Contract to Furnish and Install Slurry Seal on Various Streets
2. Award a requirements contract to Roy Allan Slurry Seal, Inc. with an annual budgeted allocation of $700,000 to Furnish and Install Slurry Seal on Various Streets

RECOMMENDATIONS
Staff recommends that the City Council adopt a finding of Class 1 Categorical Exemption, pursuant to Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines, for the Requirements Contract to Furnish and Install Slurry Seal on Various Streets Project and, Award a requirements contract to Roy Allan Slurry Seal, Inc. with an annual estimated budget allocation of $700,000 (with the provision for three, one-year extensions) based on their bid of $412,270, which was determined to be the lowest responsive and responsible bid to Furnish and Install Slurry Seal on Various Streets, as described in the bid proposal, and authorize the Public Works Director or designee to sign and execute the requirements contract on behalf of the City.
