RECOMMENDATION

Authorize the Director of Aviation to execute a consulting agreement with Blair, Church & Flynn Consulting Engineers (BCF) for the relocation of employee parking and other related facilities (Project) at Fresno Yosemite International Airport (FAT).

EXECUTIVE SUMMARY

With continued record growth, the Airports Department is planning to increase the number of available long term parking stalls at FAT. The existing long term parking facility constructed in 2002 was designed to accommodate this growth. However, a portion of the long term parking lot was separated and utilized for temporary employee parking. It is now time to recapture those stalls for long term parking use by constructing a separate and dedicated employee parking lot. The consulting agreement with BCF will initiate this process and include design of other related improvements.

BACKGROUND

Since 2009, the number of passengers using FAT has been steadily increasing. Total passengers using FAT in 2013 was an all-time record, and 2014 is shaping up to be another record year. The average growth over the last five years is 10%, and since 2011 it has been 18%. Airports Department tracks parking facility usage daily and has confirmed a corresponding growth rate in the public parking lots.
